Initial Prison Placement
The Federal Bureau of Prisons (BOP) utilizes a centralized office for the determination where an inmate will be initially assigned. The
assignment (designation) procedures are detailed in a BOP Program Statement but also allow staff to go outside of the guidelines via so-called Management Variables. Generally speaking, the BOP utilizes the federal presentence
report, judgment in a criminal case, and the Statement of Reasons to calculate a Security Designations Security Score; thus generally determining the Security Level assigned.
The BOP also attempts to place inmates within 500 miles of their legal residence or sentencing district, if there is available bed space and
other factors allow the placement.
